The Planner was the ideal candidate for the job: tough and emotionless and experienced in other difficult jobs for the CIA. He was the most suitable person to control the CIA's Big Event to save America from impending crisis.

The need for secrecy had caused problems for the operation. The teams were working in separate Need-To-Know compartments, the program was overspending and out of control. Planner's job was to bring it all together and make sure it met all of the objectives. When the planning for the operation moved from Washington to New York, a chance meeting with Katherine opened up a new perspective on the wheels and deals on Wall Street. When Planner discovers just how many layers there were to the conspiracy, he finds himself stuck on a one way trip to hell.
