The community of Paulatuuq first proposed the establishment of a national park in the region in 1988. In 1996, following five years of negotiations, the Inuvialuit Regional Corporation, the Inuvialuit Game Council, the Paulatuuq Community Corporation, the Paulatuuq Hunters and Trappers Committee, the Government of Canada, and the Government of the Northwest Territories signed the Tuktut Nogait Agreement. In 1998, Parliament established Tuktut Nogait (Nurrait) National Park in legislation.
