Appellant, Director of Revenue ("the Director"), "revoked for two years" the commercial drivers license of Respondent, William J. West ("Driver") due to Drivers conviction by an unknown court in the State of Oregon for "Driving While Suspended/Revoked or Denied. .. ." sections 302.700; 302.725. Driver then filed a petition for a trial de novo in the Circuit Court of Greene County, Missouri, pursuant to section 302.311, seeking reinstatement of his commercial driving privileges.
