U.S. senator Robert Corbin, who has presidential ambitions, is behind the attack. As president, Corbin would be able to punish the Japanese, who killed his father during the Bataan Death March in 1942, by restricting imports to the U.S. Corbin's complex machinations require neutralizing Heymann.
