This Federal Emergency Management Agency (FEMA) independent training course manual from the Emergency Management Institute (EMI) ICS 100.HE, Introduction to the Incident Command System for Higher Education, introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training.
