The opinion of the court was delivered by: The appellant, Lloyd O. Long, M.D., a licensed physician, challenges the constitutionality of the Health Care Provider Insurance Act, K.S.A. 40-3401 et seq. (Ensley 1981). Dr. Long contends that the Act deprived him of a property right — the right to defend himself. The district court found the Act constitutional. Dr. Long appeals.
