The principal question presented in this appeal is whether a municipal zoning ordinance, which prohibits the construction of church buildings in virtually all residential districts in the city, violates the Free Exercise Clause of the First Amendment.*fn1 Although many state courts have addressed this issue,*fn2 no other federal circuit court has resolved the question.
