Multilateral Environmental Agreement Negotiator’s Handbook: Pacific Region 2013

Many countries are unable to effectively engage in complex international negotiations due to a lack of expertise and resources. Tailored specifically to the Pacific, this Handbook is a practical introduction to negotiating Multilateral Environmental Agreements (MEAs). It covers the conceptual framework and procedural machinery such as the elements and principles of MEAs as well as ‘rules of the game’ (from the basics of treaty law to rules of procedure and finance). Approaches are presented for the complex issues of drafting, strategies and international cooperation. A typical day of negotiations is outlined to provide a real life perspective. It displays active agencies, a bibliography of useful literature and a comprehensive glossary of terms. Forming part of the ACP-MEAs Capacity Building Programme launched by UNEP, it is written in collaboration with the NZCEL and SPREP. This Handbook is a pivotal contribution to more effective preparation, participation and representation in international negotiations.
