This action involves the constitutional validity of the mobile home parking fee statute, sec. 66.058 (3), which provides for an appeal for some, but not for all, who are liable for the parking permit fee. The plaintiff-appellant, Howard Ramme, is the occupant of a mobile home located in the city of Madison. Plaintiff instituted this action as representative of a class of occupants of mobile homes also located in Madison. The defendants-respondents are the city of Madison and four owners of real estate in the city who operate mobile home parks on their property. The park owners have not appeared on appeal.
