On October 13, 1965, a petition for incorporation of the entire town of Salem, Kenosha county, as the village of Salem, was filed by appellants and other citizens with the circuit court for Kenosha county in accordance with sec. 66.014 (2) (b), Stats. The area sought to be incorporated was 34 square miles and completely surrounded two existing villages. A hearing was held by the court as prescribed in sec. 66.014 (8) (a), and the court found the requirements of sec. 66.014 governing the petition for incorporation had been satisfied. The court thereupon, as required by statute, referred the matter to the director of the planning function of the department of resource development (hereinafter referred to as the "director") for further proceedings.
