Frederick G. Jensen as Next Friend appeals from an order dismissing his claim against the State of Washington for a declaration of invalidity as to RCW 70.41.350. The trial court dismissed the claim because Jensen, as a pro se litigant, cannot represent other parties and failed to secure an attorney to represent his proffered class.
