Publisher Description
The State appeals from an order granting the defendant William Raymond Kellys motion to dismiss made at the conclusion of the States case. Kelly has filed a personal restraint petition which will be considered as a pro se supplemental brief. He contends that an appeal by the State violates the double jeopardy clause of the fifth amendment to the United States Constitution, and that he has been denied a "speedy sentencing" as required by CrR 7.1.
