Introduction Over the past decade, attention has increasingly been paid to the needs of children in the care of government systems. Extending beyond more traditional concerns regarding the safety and well-being of children placed with foster families and in group and institutional environments, focus has been placed on the needs of children for permanent families and the role of adoption in meeting these children's needs. In many countries, the number of children in government systems who are available for adoption has grown. In the USA, it is currently estimated that some 114,000 children need adoptive families (US Department of Health and Human Services, 2006); in Canada, approximately 22,000 children are available for adoption (Canada's Waiting Kids, www.canadaswaitingkids.ca/about.html); and in Russia, currently more than 260,000 children are reported to be in government-operated institutions for orphans and children otherwise without parental care ('Adopt', www.usynovite.ru/statistics).
