A government inspector, Mr Carrington, is given a tour of a top-secret rehabilitation centre for violent criminals. The centre utilizes a radical new technique for treating prisoners, which makes extravagant claims of success, but uses brutal methods in order to achieve them. During the tour, Carrington discovers that everything in the facility is not as it seems, and its staff might be hiding a dark secret...
