Gabriel Barrier V. Beaver

This case presents a novel question regarding the interpretation of the jurisdiction of the U.S. Parole Commission as that term is utilized in 42 U.S.C. section 4210 and 28 C.F.R. section 2.44(d). The petitioner, Gabriel Barrier (Barrier),*fn1 appeals from an order of the United States District Court for the Western District of Tennessee, issued upon a "motion for reconsideration", which denied a writ of habeas corpus to Barrier.
