Order The petition for rehearing en banc is denied. Judges Ross, John R. Gibson and Fagg would grant the petition for rehearing en banc. A dissent from the denial of rehearing en banc will be filed at a later time, but for the purpose of further proceedings of the district court, this order should be considered final. The panel has modified its opinion as set forth in the attached order filed June 10, 1983. ORDER On May 17, 1983, this court granted appellants' motion for reduction of bail and granted bail under specific conditions, subject to the supervision and approval of the district court.
