Mr. George Ticknor Curtis, for the plaintiff in error: The President's certificate on the roll is a record of the strictest character. It cannot be explained, controlled or aided by any other evidence whatever. This follows from the requirement of the Constitution, that if he approve the bill he shall sign it. That the roll is in all cases the record or 'original' of a statute, is shown by the acts of Congress of September 15th, 1789, and of July 7th, 1838.
