In Re Adoption

Mother appeals from the decision of the Court of Appeals that affirmed the trial courts decree of adoption of Mothers minor daughter (Child) by Carl and Yvonne Stubbs. Stubbs v. Weathersby, 126 Or.App. 596, 869 P.2d 893 (1994). For reasons that follow, we affirm, but on different grounds.
