This case involves a suit brought by the plaintiff (appellant), William B. Lawrence, to compel the defendants (respondents), the City of Issaquah and its Mayor and City Council, to seat him as a councilman after having been elected to that office by the people of that city. The trial court denied the relief requested by the plaintiff on the grounds that the plaintiff was ineligible to hold public office since he had not met the durational residency requirement of 1 year specified in RCW 35A.12.030.
