Manning v. Office of Personnel Management

Petitioners Charles Manning et al. appeal the decision of the Merit Systems Protection Board, Docket No. CB1205970059-U-1 (Oct. 22, 1998), in which the board declined to review the Internal Revenue Services ("IRS") implementation of 5 C.F.R. § 531.203(c) (1999). We vacate and remand.
