The Freedom Manifesto opens in the summer of 2051 with a leaked news story that Charles Reyburn and former presidential candidate Harvey Jansen are planning a bid to unseat Jefferson Rhodes in the 2052 election. A resurgence of Christianity is the one factor Rhodes cannot control, and the single most worrisome threat to his progressive agenda. He becomes obsessed with the threat he perceives Christianity represents. Bardolf begins working on a secret document called The Freedom Manifesto which outlines twelve areas of massive change that will turn the United States into a country unrecognizable from its historic roots. Christianity is one of the Manifesto' s primary targets. The Bahram cousins are successful in smuggling their nuclear device into the U.S. and detonating it in St. Louis. A large portion of the city is destroyed and the entire nation is stunned. Hamad Bahram intends to use the incident to turn the nation against its Christian roots and to embrace Islam. He patiently awaits his opportunity to establish Sharia Law, while Bardolf engineers an attack on the California Christian group' s headquarters and the life of its titular head. The election of 2056 shapes up as a battle between Mike Bardolf and Hamad Bahram. Bahram' s victory places a Muslim committed to Sharia Law in the Oval Office. These changes confront a Christian remnant with the reality that the true Church of Christ many face a season of being an " underground" remnant.
