Captain William Southerland—hero of the Pericardis Affair in Morocco—has been sent to the sprawling, intrigue-filled city of Rio de Janeiro to oversee the signing of a vital treaty between Brazil and the United States.  With the Japan's recent conquest of Chile, establishing their foothold in South America, defending the United States' sovereign interests is paramount for President Theodore Roosevelt. Hence, the stationing of an American leviathan, the Paducah, in Rio for the event.

But the danger here isn't from the skies, but on the ground, when Southerland and others are attacked while leaving the celebration of the treaty signing. Evidence—and the body of one of the assassins—leads them to uncover a deadly plot to foment a war between South and North America. Now, a hazardous night chase between leviathans may be their only chance to catch the perpetrators…and prevent a hemispheric conflict that will engulf several nations in the inferno of a new war…
