As television cameras from around the world broadcast the unprecedented image of an American president stepping across the 38th parallel into North Korea, history appears to be unfolding before billions of people.

More than a thousand miles away, a CIA two-man submarine prototype glides silently through the black waters of the Yalu River, hugging the Chinese shoreline before slipping into North Korea. There are no lights. No radio traffic. No second chance.
