1. INTRODUCTION Pakistan launched its programme of industrialisation under the influence of import-substituting (IS) strategy of advancing development. The IS strategy, pursued for many decades, however, has not satisfied the goals of the industrial policy. Dissatisfaction with the outcome of IS policies has lead to a partial shift from the IS strategy to the export-promoting (EP) strategy.
