Multisectoral Initiatives, Sectoral Inertia: A Dilemma of Governance for Development Policy-Makers (Governance AND Institutions) (Report‪)‬

Governments are traditionally organised vertically into departments or ministries, dealing with individual sectors. Horizontal coordination is normally left to standing or ad hoc committees. These committees, in their intent and design, are investment consistency fora. They fail to deliver when it comes to cross-cutting or multisectoral agenda of development--poverty alleviation, social action, gender, good governance and environment recently and rural development all along. A Ministry of Human Development is suggested to internalise coordination in social sectors. **********
