Padilla, a ten-year-old developmentally disabled child, suffered from serious medical conditions for which she had frequently
been subject to hospitalization, blood draws, and invasive medical procedures. Due to such procedures, she associated physical
restraint with pain and became frightened and agitated when restrained, pulled, or grabbed.
