Business is down and so is tax revenue, but experts say the economy may be near the bottom. According to the Department of Revenue's Tax Statistics 2010, published Oct. 5, Washington state tax collections declined 3.1 percent during the 2010 fiscal year to $15.1 billion, from $15.6 billion in 2009.
