TOC Needed...Badly

It is possible that never in the history of the written word has so much valuable and important information been as badly combined and presented as it is in this publication. This Guide is stuffed to the brim with information the public needs to know but reading it is like water torture. The information needs to be organized into CHAPTERS with an accessible or at least cohesive narrative generated for each. Most importantly, it needs a TABLE OF CONTENTS in the worst possible way.

The description starts off by stating this is an official publication by the Federal Reserve. Within the first pages I discovered that it is not a government publication.
False and Misleading, know that before you by. Will probably try to get my money back.
