When Williams Air Force Base closed in 1993, local communities worked together to create a reuse plan for Willie that would stimulate economic redevelopment of the region and the State of Arizona. The two major components of the reuse plan approved by the governor and the U.S. Air Force were a commercial airport and the Williams Education, Research, and Training Campus anchored by Arizona State University.
