Abstract During the 1991 recession, the Urban Land Institute (ULI) released a special news report on the real estate credit crunch that included some issues of interest to appraisers. In this article, the ULI's conclusions regarding forced sales and discounted prices, abnormal market conditions, and real long-term value are examined and critiqued. The definition of market value and appraisers' responsibility to derive an objective opinion of market value based on market evidence are also discussed.
