FACTS. - Young was general contractor on a UDOT project. UDOT specified more work than was actually needed, resulting in a
cost underrun. Young and UDOT formulated, and UDOT signed, Supplementary Agreement #11, calling for $274,104 additional payment
to Young, but after the federal government refused to provide the funds, UDOT attempted to substitute an agreement for payment
of $47,907. Young assigned its claim against UDOT to Reliance. PROCEEDINGS. - The district court enforced Supplementary Agreement $11, and UDOT appealed.
