Blacked Out

A corrupt regime shuts off all access to electricity, phone, internet etc leaving what used to be the United States in the dark completely cut off from the outside world rather than risk losing their power when polls show that they're going to lose in a landslide. They also release inmates from prison using the inmates to fight the people who are standing up to the regime.
