Achieving disability equalisation will require further specific legis- lation which deals with constitutional reform, the creation of four fully devolved parliaments with devolved governments, and the creation of a Federal Parliament and Federal Government based on the principle of equity and equal value legislating in the national interests of all four devolved parliaments. The bal- ance of power will change significantly, governments will be held account locally for a full range of policies and delivery of services, and large sections of local government will be abolished and transferred to the new devolved government.
