Murray Hill, New Jersey, 1971. Judith Novak is a Bell Laboratories engineer working on the handoff protocols that will form the basis of cellular telephone networks — the most significant telecommunications infrastructure project of the century. In the routing architecture for step six of the handoff protocol, she finds an anomaly: a 0.003-second delay that appears in the specification but is unaccounted for in any technical documentation. It is small enough to be invisible. It is precisely small enough to be deliberate.

Her supervisor tells her to leave it alone. Her colleague, who understands exactly what she has found, tells her he cannot help her. Judith is not the kind of woman who leaves things alone. What she uncovers over the next four years — through corporate filings, committee minutes, a ghost name attached to fourteen derivative patents, and a patent document filed in Washington in 1941 — is the shape of a suppression so thorough that it has been embedded, invisibly, into the standards that will govern every telephone call made for the next half-century.

She has been told this is not her concern. She has found it anyway. The question now is what she does about it.
