The novel covers the late nineties, and also provides the back story of Caesar from early childhood to adulthood. Julius Smith, at seventeen-years-old builds his Black Crime Syndicate from the bottom, and morphed into the Buffalo City Czar. Set in the late eighties to the early nineties Julius Caesar takes the country by storm and builds a mafia powerful enough to rival the Italian mob and the United States Government
