INTRODUCTION TO TRANSITIONAL SETTLEMENT AND SHELTER The most effective post-disaster actions tend to have local bases (e.g. Lewis, 1999; Wisner et al., 2004), so that external, namely international, interventions would be used only when the situation overwhelms first local and then national capacity.
