Educational Service Guidelines

The intention of this guidelines document for programs serving students who are blind or visually impaired is to provide a road map for agencies, education service providers and parents.  The chapters provide, in detail, needed program elements outlining comprehensive quality programs for students with visual impairment.  The guidelines focus on best practices without value judgement of existing programs or personnel.
