Pursuant to section 215 of the Federal Power Act, the Federal Energy Regulatory Commission hereby approves the North American Electric Reliability Corporation's (NERC) interpretation of one Commission-approved Reliability Standard, BAL-003-0, Frequency Response and Bias; and remands NERC's proposed interpretation of VAR-001-1, Voltage and Reactive Control, for reconsideration consistent with this Final Rule.
