U.S. intelligence reveals Soviet Union advances in the development of psychic-weapons. In 1970 the U.S. Government launched a high-profile (public) program to research psychic-weaponry and recruited remote viewers. From the thousands of psychics that applied, only a few were taken. For unknown reasons, the government program moved underground. By 1995 the program had shifted from the military to the DIA and finally the CIA where shortly afterwards the program was abandoned and declassified. Many believed it continued, but moved to top secret status.



Several decades later, when bizarre brain lesions are the only link in a string of Memphis murders, covert government operatives descend upon the Midsouth city uninvited. Did the Feds come to assist local law enforcement with a peculiar case of interest? Or did they come to contain a problem and to keep their top secret program on track?
