Government as a steering process:study and tools

The greatest urgency of nations, states, municipalities and organizations is having governments with a clear aim, capable of maintaining political control and management dynamics in the country, as to safeguard the proper functioning of the State. Politicians educate themselves in the struggle for power, and government’s bureaucracy is centered around public administration. However neither one considers the steering process as the axis for standards and good government. This is why the baseline of this thesis is to tackle the government doings while keeping in mind the meaning of steering, the tools and consumables required in public actions as to direct, manage and rule government actions in the scope of their responsibilities.
