In the winter of 1989, he was notified by the Harris County Bail Bond Board that his license was subject to revocation for allegedly making a bond outside of the county in which he was licensed to do business. Appellee hired an attorney, Debra Danburg, to represent him before the Board. Ms. Danburg was a member of the state legislature, and on the date of the hearing she was in attendance at a duly called session of the Texas Legislature.
