Numbers and Proportions When we think about the homeless, all too often we tend to imagine adults living in abject poverty at some soup kitchen or shuffling between makeshift street locations under a roadway overpass and some municipal or voluntary agency's temporary housing arrangements, particularly during the winter season. But families make up 40 percent of the country's homeless population. Within these families, more than 1.3 million children are homeless at some time each year.
