INTRODUCTION The powerlessness of low income health services consumers in an ever complex US health care system is self evident. Low income children between the ages of 0 to 5 present unique circumstances due to their distinct provider systems, different epidemiology of illnesses and developmental issues. Their dependence on care-givers to access care (Ferris et. al., 2001), and the limited skills and knowledge of their care-givers calls for a health services model that is separate and different from the adult model (Forrest et. al., 1997) as well as mainstream models.
