Three people are murdered, shaking the foundation of the small town of Niagara, Wisconsin and its nearly 2,000 citizens. When a suspected copycat killer is brought to a secret prison where the residents die regularly, mostly at the hands and guns of the guards, he quickly learns the truth behind his parents murder and realizes horrors he thought not possible.
