The learner is central in the 1998 edition of Information power: Building partnerships for learning, the new guidelines for school library media programs. In standards of the '70s, we emphasized program inputs like facilities, budget and collection; in the '80s, we focused attention on our own roles as teacher, information specialist and consultant. Now in 1998, students are central to the guidelines with the introduction of student standards for information literacy. Three strategies are developed in the guidelines to assist in effectively implementing those student standards: collaborating, leading and using technology; these strategies apply in all three functions of the libary media program -- learning and teaching, information access and delivery, and program administration. In the last chapter the guidelines portray the student as a part of a global learning community and acknowledge that our challenge is to create in students the skills and dispositions of life-long learners.
