The United States District Court for the Southern District of California, Central Division, accepted jurisdiction under 28 U.S.C. ? 1331(a), but dismissed the complaint on the merits. The jurisdiction of this court has been put in issue. It is alleged by appellants to rest on 28 U.S.C. ? 1291.
