Two federally-funded farmworkers service organizations and one employee of each brought suit in the Eastern District of Virginia under 42 U.S.C. ? 1983 against two farmers to obtain access to the migrant laborers housed on the defendants farm. During a hearing before the district court on plaintiffs motion for a preliminary injunction, the possibility that the parties could settle their dispute became apparent. At the district courts suggestion a plan was agreed upon whereby employees of the service organizations would be permitted to enter defendants land to provide services for the migrant laborers housed there. The details of the plan, which was incorporated into a consent judgment, are set forth in the margin.
