What exactly do we mean when we say someone is lying?

It appears that there are various opinions as to what constitutes a lie. Some view tact as lying, while others believe that only out-and-out deception counts as lying.

There appears to be such a variety of different sorts of lying. These extend from the almost trivial to the extremely serious.
