Armstrong (the pseudonym of Campbell Black) has written a fast-moving page-turner whose episodes are more satisfying than the whole. Implausibilities abound, including Pagan's metamorphosis from policeman to secret agent, and the conspirators' elaborate hijacking of a U.S. cruise missile.
