John Spears, a special agent for the National Intelligence Bureau, investigates a series of attacks carried out by two seemingly unrelated terror organizations: the ACT- an enemy of the government that traces back to the Cold War- and an unknown group with seemingly no mandate except to cause havoc.

His findings quickly lead him to the mother of all terrorist plots: a nuclear bomb in the heart of New York. John and his brother, analyst Henry Spears, have twenty-four hours to save the city.
